I would contest the answers for questions 2 and 4. I haven't seen a shoe shine sponge applicator used for 20 years, and don't know anyone who uses them any more. I don't think that they could be considered "widely" used. The old adage of working from good to bad bush is not the case. Often work will start in the worst bush, finding remnant native plants that could die soon if not protected, and a triage done to ensure their survival til the area can be properly regenerated. As part of a comprehensive regeneration project, work can move between good and bad areas in a strategic fashion. One example would be to treat flowering or seeding high threat weed species or to eradicate a new incursion of a high threat weed species. These kinds of activities can significantly reduce overall time to regenerate a site.
